City of Loma Linda's Connected Communities High-Speed Data and Telecommunications Program



FiberFirst Minnesota exists to facilitate the rapid, nation-leading deployment of Fiber to the Home.



UTOPIA was formed by several Utah cities in response to at least three of their critical telecommunications needs going unmet by private industry.



ExtremeLabs is a test, research, and editorial organization heavily involved in private research on high-end, enterprise-level computing platforms.



Pulvermedia is the leading integrated media company that specializes in building communities and providing marketplace access through its unparalleled blend of trade shows, publications, web channels, and progressive cutting-edge media.

Leadership Structure

Primary constituents consisting of communities and their representatives as utility owners, and the vendor communities that support their efforts.

The governance consists of a board of directors with two year terms, renewable twice. An executive board consisting of nine board representatives, three from communities and three from other sectors, and two at-large members managed by a voting chairperson will govern the organization.

Board of Directors

W. James Hettrick

W. James Hettrick is the Director of Information Systems for the City of Loma Linda, California. He is the driving force behind the Loma Linda Connected Community Program (LLCCP), the first city in America to create and implement a fiber and structured wiring building code for all new home and business developments.

Mr. Hettrick has guided the City through the process of modifying the Building Code utilizing municipal codes, and development agreements. He collaborated on and created the LLCCP “Design, Installation and Product Specifications” document for builders. The LLCCP includes the design of self healing metropolitan fiber rings, which allow the City to provide residents and local businesses with advanced data and telecommunication services.

Mr. Hettrick is also the founder of Information Systems Management Solutions (www.is-ms.com) which focuses on leveraging the experience and technical acheivements from Loma Linda for the benefit of other communities.

2005 - 2nd Annual FTTXcellence Award: James Hettrick was voted by his peers as the 2005 winner of this award which honors contributions to the deployment of optical access networks in North America in the previous year. The award was presented by Corning and Lightwave magazine.

Tom Henderson

Tom Henderson is Managing Director and principal researcher for ExtremeLabs, Inc., of Indianapolis. ExtremeLabs performs systems analysis and performance testing in medium- to high-end networking and microprocessor-based systems platforms.

Prior to ExtremeLabs, Tom was the senior vice president of Unitel, and its successor company, publically traded Telecomm Industries Corporation (TCMM). TCMM was one of the largest interconnects in North America, and Tom's responsibilities were architectural/framework design, engineering overview and oversight, as well as serving as principal engineering liaison to business partners. Unitel acquired Tom's company, Corporate Networks, Inc., in 1993. Corporate Networks was a communications/network integration that designed and deployed over 500 local networks in the central region, and was a vendor/consultant to universities, Fortune 500 firms, non-profit organizations, and others-- specializing in local networks and network-to-mainframe connectivity.

Tom was a co-founder of the Local Area Network Dealers Association in 1985, whose US organization later merged with the Business Technology Association. Tom was also the founder of the Computer Telephony Resellers Association, which merged with the MultiMedia Telecommunications Association. Tom served for several years as a member of the MMTA board of governors, and voted for the merger between the MMTA and the TIA.

Tom currently serves on the technical program committee of the International Communications Association (ICA), the Conference Advisory Board for COMDEX Spring, Fall, Canada West, and Toronto. Tom is also a director of PBS affiliate WFYI-20 in Indianapolis.
